Обсуждение концепции Блокчейн платформы в сообществе HyperLedger

12 и 26 апреля 2019 года специалистами BIA на регулярной открытой сессии сообщества HyperLedger проведена презентация концепции блокчейн платформы для государственного сектора и стратегии развития блокчейн и платформы в Республике Узбекистан до 2021 года.

Improving fairness and lives of people in Uzbekistan using DLT technology - Sergei Smalkov and his team make it happen! Sergei shared the misconceptions about DLT he faces in his daily work, many of them familiar to people working in raising awareness for DLT. In order to create fairness, transparency and reducing misuse of public services, Sergei and his team worked on the National Blockchain Platform: a permissioned, yet fully backwards compatible, version of Ethereum. Using their POC lab as starting point, they’ve implemented a prototype to ensure that limited kindergarten places are distributed fairly, eliminating any potential favoritism. While their first case used a chatbot as interface, their case to validate education certificates used a web-interface, while still ensuring the privacy of the private information within the process. Sergei suggested that we should focus on explaining DLT alongside other technology, not opposing! I personally appreciated the introduction of Uzbekistan, a beautiful and promising country which I still have to learn a lot about!

Uzbekistan - A country dedicated to use DLT as their core technology for its 2021 digital economy strategy! Obviously interest and participation where high, as people were interested to hear from Vasiliy Vasilkoff, a member of the development team, on how they approached and convinced key players within government and administration. Vasiliy presented their roadmap, starting with the creation of a core blockchain system serving as the platform for applications, as well as a pilot lab to foster the fast development of those applications. Компания Blockchain Industrial Alliance разработала и представила первую очередь государственной блокчейн платформы. В ходе пилотных внедрений были доказаны заявленные технические характеристики и методология внедрения  блокчейн в государственные системами Республики Узбекистан. Так, появились решения: “Честная очередь в детский сад”, “Цифровые свидетельства об образовании” и “Система контроля обращений граждан в приемную Президента”.

В ходе совместной работы с Hyperledger и IBM платформа и команда Blockchain Industrial Alliance получили положительную оценку блокчейн сообщества. Так же, международное сообщество признало экономическую, техническую и социальную значимость самих пилотных внедрений и положительно оценило стратегию и методологии развития технологий распределенного реестра на государственном уровне.

Участники сессии высказали значительную поддержку в адрес данной концепции, особо отметив практичность предложенного решения. Было отмечено, что на данный момент предложенный подход является одним из немногих, если не единственным комплексным решением по развитию цифровой экономики государства с помощью технологий распределенного реестра.

Стоит отметить, что проект платформы UNB является инновационным не только для Республики Узбекистан, но и для мирового сообщества. Сообщество поставило предложенные варианты в один ряд с блокчейн стратегией Абу Даби и программой цифрового государтсва Эстонии. Так же было отмечено, что многие альтернативные дорогостоящие решения других стран не доступны сечас Республике Узбекистан, и подход предложенный BIA может быть действительно лучшим выбором в условиях ограниченных ресурсов Республики.

В результате встреч достигнуты договоренности по обмену опытом разработки регулирующих юридических документов и нормативной базы в сфере блокчейна и криптовалют на уровнее правительства Республики и рабочих групп ООН.

Вопросы сессии

1. Considering that as of yet there is no government standard on blockchain based applications (as well as the lack of specialists to check it), it is hard to fairly evaluate whether it meets business requirements and corresponds to the declared characteristics.

Meanwhile, we expect that Hyperledger community members will give us their different inputs, opinions and share their concerns on this matter. Fortunately, Sergei (developer) with his team are ready for open discussion.

2. Besides technical and technological aspects, we'd like to get various thoughts on economic and social risks of implementing single blockchain system for whole public sector of the country.

Additional big questions from the Government of Uzbekistan:

1. Is it reasonable to spread limited resources to build and maintain multiple platforms under a centralized government or given the circumstances focus resources on a single platform?

2. Is there a way to use a single platform and maintain decentralization in a centralized government and how it could be done?

3. Would this platform catch up with the other developing platforms and what should be done to assure that?

4. Since there is one recognised owner of the platform, what are the risks of NAPM and the possible future contractor hired to operate and further develop the platform becoming the source of data manipulation? How it can be prevented?

5. What could be the response of local community of developers towards the platform?
